Level 3 sex offender arrested after jumping out of moving vehicle | Crime
A Level 3 sex offender was arrested Wednesday after police say she jumped out of a moving vehicle.
Naoma Francis, 38, is charged with failing to comply with registration and reporting requirements, a class C felony.
According to an email from Lt. Patrick Weatherford of the Newport Police Department, Francis told police that her boyfriend, Tony Summers, had hit her in the head with a pair of brass knuckles while they were at a home in Jacksonport.
After they left the home, Francis told officers Summers put the brass knuckles on his hand as if he was going to hit her again.
That’s when she opened the passenger door and jumped out of the moving vehicle, Weatherford reported.
Police were called to the scene on Park Place where they found Francis suffering from a head wound and multiple abrasions.
Francis was taken to a local hospital where she was treated and then booked into the Jackson County Detention Center.
Sheriff’s deputies located Summers’ disabled vehicle on Highway 145 near the Remmel community.
Weatherford said Summers attempted to make a run for it across a rice field, but was captured by deputies and taken to the detention center.
During a search of his car, Weatherford said officers found the brass knuckles.
Summers, 38, was charged with fleeing on foot, criminal use of a prohibited weapon and felony domestic battery.
Both Summers and Francis appeared in Newport District Court Wednesday. Summers’ bond was set at $25,000 and Francis’ bond was set at $50,000. Both were ordered to appear in Jackson County Circuit Court on August 7.
Francis was convicted in 1997 of felony carnal abuse in the third degree and ordered to register as a sex offender.
During “Operation Safe Playgrounds” last week Newport police discovered Francis was no longer living at her registered address on Johnson Street. A warrant was issued at that time for her arrest.
